First Orthodontic Commissioning Education Day has bite
The British Orthodontic Society has now confirmed the final line up of the first ‘Orthodontic Commissioning Education Day’ which is to be held in parallel with this year’s British Orthodontic Conference in Edinburgh on 14 September 2009. The day is aimed at individuals and organisations who are involved in commissioning NHS orthodontic services and 100 PCT representatives have already registered to attend.
Along with the Department of Health and the Chief Dental Officer, the British Orthodontic Society firmly believes in the value of shared learning about local commissioning and contracting between different areas of the country. Whilst the new contractual arrangements of 2006 in England and Wales brought about a number of positive changes, there are still many issues that would benefit from further clarification and guidance. The main purpose of this day is to help facilitate the process of sharing knowledge and best practice.
According to Richard Jones, Chairman of Orthodontic Practice Committee of the British Orthodontic Society: “There are already many examples of commissioners and providers working together successfully as part of local clinical. This day is designed to be as inclusive as possible and we are delighted that presentations will be given by representatives from Primary Care Trusts, NHS Dental Services, the Department of Health, as well as the British Orthodontic Society. This first ‘Orthodontic Commissioning Education Day’ promises to be a beneficial day for commissioners and providers alike.”
The topics for discussion will include“The Justification for Orthodontic Treatment” which will be presented by David Morris and will be followed by a talk about “The PDS Contract: Fact and Fiction” by Richard Jones. Brian Kelly and Darren Boelema from NHS Dental Services will then present “Monitoring Orthodontic Contracts: The Role of NHS Dental Services” and they will be followed by The Deputy Chief Dental Officer Sue Gregory taking about” Orthodontics: Everybody’s Business?”
In the afternoon Jackie Sowerbutts from Surrey PCT will be talking about “Transferring orthodontic contracts: competition, tendering and continuity of care for the patient. A delicate balancing act”. She will be followed by Jo Clark who will illustrate “The Pleasures and Pitfalls of developing an Orthodontic Managed Clinical Network”. After which Andrew Dibiase will discuss “ Managing Orthodontic Referrals”

Background information:
David Morris
David Morris is currently a Consultant Orthodontist in Leeds where he was appointed in 1998. Since 2006 he has been Head of Department at Leeds Dental Institute and at Seacroft Hospital as well as Lead Clinician coordinating the treatment of combined orthognathic patients at both sites. In addition he is a Postgraduate Orthodontic Supervisor and Trainer for FTTA and Specialist Registrar posts. David is also a member of Examiners’ Panel of the Intercollegiate Membership in Orthodontics examination (London & Glasgow) as well as for the London MJDF examination.
Within the British Orthodontic Society David currently serves as Chairman of the Clinical Standards Committee and is the Orthodontic Representative on the Royal College Faculty of Dental Surgery Clinical Effectiveness Committee.
Richard Jones
Richard Jones is a full time Specialist Orthodontist and is a Director in a large group of orthodontic practices in Kent and Sussex. Outside the clinical environment he is currently chairman of the Orthodontic Practice Committee of the British Orthodontic Society. This committee represents the interests of the Society, its members and the public in relation to the new contractual arrangements in primary and secondary care. Formerly Richard was Honorary Secretary of the Orthodontic Specialists Group and in this position he played a key role in negotiations surrounding the implementation of the new contract and in particular the transition from the old GDS contract to the new PDS arrangements. At a local level he is a member of the Orthodontic sub-group of his local Oral Health Advisory group and is also a member of the Managed Clinical Network in West Sussex.
Brian Kelly
Brian Kelly is a Specialist Orthodontist and is currently a Senior Orthodontic Adviser with the Dental Reference Service having originally joined the service in 2001 as a part-time Orthodontic Reference Officer. From May 2005 to December 2006 he was on secondment at the Department of Health assisting with the planning and implementation of the new NHS orthodontic contract. He was also a member of the working group that developed the 18 weeks commissioning pathway for orthodontics.
On completing his orthodontic training Brian worked as a locum consultant in Essex prior to returning to his home city of Coventry where he works in the Community Orthodontic Service and in specialist orthodontic practice.
Darren Boelema
As a Customer Liaison Manager responsible for four of the ten Strategic Health Authority areas, Darren Boelema is responsible for developing strong and positive communications networks across a range of stakeholder organisations and within the Business Services Authority. Darren has over 30 years experience in Public Sector administration with extensive experience of managing change and specialist skills in the preparation and presentation of Management Information in an IT-centred environment.
Sue Gregory OBE
Sue Gregory is currently Deputy Chief Dental Officer for England having been appointed in January 2009. Previously she has been a Consultant in Dental Public Health to Bedfordshire, Luton and Hertfordshire Primary Care Trusts having first been appointed in 1992.Sue has also sat on the Specialist Advisory Committee for Dental Public Health, been a Director of 2 Dental Public Health Training Programmes and been an invited member on the Board of Faculty of Dental Surgery.
Sue is past Chairman of the British Association for the Study of Community Dentistry (BASCD) Consultants in Dental Public Health Group and subsequently became President of the BASCD in 2006/2007. In this role she was asked by Department of Health to chair the joint DH/BASCD working group, which developed the practical toolkit “Delivering better oral health”.
Sue led the development and implementation of the Bedfordshire Orthodontic Personal Dental Services Pilot upon which the current PDS contract is largely based.She also worked with the Department of Health on national guidance for “Dentists with a Special Interest.”
Jackie Sowerbutts
Jackie Sowerbutts has worked for Surrey PCT as the Dental Adviser and its predecessor organisations since 1994. Jackie is herself a qualified dentist having graduated from UCH in 1974 and she currently still practices as a General Dental Practitioner on a part-time basis. During her time as Dental Adviser she has got to know the dental orthodontic community well and although not an orthodontist she possesses a wealth of managerially knowledge in relation to orthodontic issues. In addition Jackie chairs the Regional Cleft Network Board for South Thames, Kent, Surrey and Sussex and she also works for the National Clinical Assessment service two days a week.
Jo Clark
Jo Clark is a Consultant Orthodontist at St. Richard’s Hospital, Chichester and Worthing Hospital as well as working in private practice.
Jo has been actively involved with West Sussex Primary Care Trust for the past 3 years, initially as an Orthodontic Advisor and more recently as Chair of the Orthodontic Subgroup of OHAG. She also Chairs the West Sussex Local Orthodontic Committee, and is the current Chairman of the Chichester and Bognor Section of the British Dental Association. Jo is also an examiner for the Royal College of Surgeons of England.
Andrew DiBiase
Andrew DiBiase is a Consultant Orthodontist based at Canterbury in East Kent having been appointed in 2001. Since his appointment he has worked with his Primary Care Trust to develop a managed clinical network and as a member of the British Orthodontic Society Orthodontic Practice Committee he wrote the recently published guidelines on the management of referrals. Andrew is also involved in specialist training, runs a successful private practice and has published and lectured both nationally and internationally
